The Tuo River development axis on the east side of Longquan Mountain is a major supporting and leading project for Chengdu to implement the “Eastward Strategy”, as well as an important part of Chengdu’s new urban layout of “one mountain links two cities”. It is of great significance for the “Eastward” region to achieve high-quality development.
In order to implement the plan of the “Eastward” Strategy, accelerate the comprehensive development of the Tuo River development axis on the east side of Longquan Mountain, and enhance the planning level of the Tuo River development axis on the east side of Longquan Mountain, from Nov. 22 to Nov. 23, the International Experts Consulting Conference on Planning for Tuo River Development Axis on East Side of Longquan Mountain, Chengdu, sponsored by Chengdu Planning Management Bureau and organized by Chengdu Environment Group, was held in Chengdu, inviting authoritative experts in planning, architecture, landscape and other fields at home and abroad such as Professor Jimitri Nicaraevich from Lomonosov Moscow State University as Counselor of the Ministry of Communications of the Russian Federation, Professor Kuzhiming Savili, Director of the Department of Ecology and Environment and Professor of Geography, Belarusian State University, Joost Hoek, Director of Landscape Planning, NITA, James Kirkpatrick, Director of Urban Design, SOM, and Li Xiaojiang, Vice President of Urban Planning Society of China, Professor-level Senior Urban Planner and Expert of the Expert Consultation on Coordinated Development of the Beijing-Tianjin-Hebei Region.
Tu Zhi, Deputy Secretary-General of the Municipal Government, representatives of the main district (city) and county governments and management committees involved in the “Eastward” Strategy and the relevant municipal departments such as Chengdu Planning Management Bureau, Chengdu Municipal Development and Reform Commission and Transport Committee of Chengdu, as well as the media reporters, attended the meeting. The conferees also included members of the leadership team and heads of relevant departments and units of the group attended the meeting.
On November 21, along the Tuo River Development Axis, the expert panel conducted a field survey on the ecological environment, development and construction situation along the Tuo River.
From Nov. 22 to Nov. 23, at the meeting, the planning and design unit successively reported the Urban Master Planning of Chengdu (2016-2035), Master Planning of Chengdu’s Implementation of the Eastward Strategy (2017-2035), Master Planning of the Tuo River development axis on the east side of Longquan Mountain, Special Planning for Landscape, Culture and Industry of the Tuo River development axis on the east side of Longquan Mountain, Planning Scheme of High-speed Road Network System in Chengdu Eastward Region, Guidelines for the Control of Landscape, Color and Skyline of New Urban Area in Eastern Chengdu, as well as the urban design upgrading (including the design of the demonstration sections) schemes for both sides of the Tuo River Axis in New Urban Area in Eastern Chengdu, such as the Airport New City, the urban area of Jianyang, Jianzhou New City and Huaizhou New City. Members of the expert panel made speeches one by one to conduct on-site “diagnosis” and “consultation” on planning-related issues, so as to provide suggestions for upgrading the planning of the Tuo River development axis on the east side of Longquan Mountain.
At this meeting, experts at home and abroad gathered together and brainstormed to fully condense wisdom, collide with the sparks of thinking, and expand the frontier horizons, which was conducive to enhancing the scientific and forward-looking research results of the planning for the Tuo River development axis on the east side of Longquan Mountain. The meeting guided the development of Chengdu “Eastward” region with the world-renowned urban planning and design experience of river-embracing development, and provided international wisdom for building the core axis of supporting the Eastward” region and constructing the “new scroll of park city and new development pattern of river-embracing development”.
All along, in accordance with the overall planning of the CPC Chengdu Municipal Committee and Chengdu Municipal People’s Government, Chengdu Environment Group has promoted the planning and construction of the Tuo River development axis on the east side of Longquan Mountain with high standards, established professional teams rapidly, actively explored investment patterns, and made every effort to promote the construction of demonstration projects to help Chengdu accelerate its eastward development.
In the future, Chengdu Environment Group will carry out the Eastward Strategy, and taking world first-class rivers as the benchmark, scientific and efficient development as the goal, and multi-party joint ventures as the means, make every effort to promote the comprehensive development and utilization of the Tuo River Development Axis, striving to build it into a world-class urban comprehensive development axis featuring the natural elements of rivers and a new start point for the construction of New Urban Area in Eastern Chengdu, and contributing to Chengdu’s high-quality construction of a city reflecting new development philosophy in an all-round way.
